Visalia Man Denied Parole for 2016 Murder
On January 29, 2026, via video conference, TCDA prosecutors secured a 3-year denial of parole for Andres Ybarra, age 41, who is serving a life sentence for murder of his girlfriend. Ybarra is currently incarcerated at the Correctional Training Facility in Soledad.
On the morning of July 1, 2016, the 26-year-old victim was found by emergency personnel at the couple’s home in bed. Ybarra claimed that she had overdosed on prescription medication. An autopsy on July 5 revealed massive internal injuries including four broken ribs, lacerations to her liver, a ruptured kidney, and damage to the renal artery. Additionally, she had hemorrhaging in her neck and head, a broken bone in her neck indicating strangulation, a black eye, and a broken nose. The cause of death was attributed to strangulation and blunt force trauma. Ybarra was arrested the next day.
At his 2019 trial, a Tulare County jury convicted Ybarra of second-degree murder. He was sentenced by the court to 15 years to life in prison.
This was Ybarra’s first parole hearing. At the hearing, commissioners noted Ybarra’s account of the crime and response to it as highly rehearsed and believed his remorse lacked authenticity.
The Office of the District Attorney regularly attends life parole hearings and a deputy district attorney argued against the inmate’s release in this case.
