COLD CASE HOMICIDE UNIT
Mission Statement
The Tulare County District Attorney’s Cold Case Homicide Unit, in cooperation with other Tulare County law enforcement agencies, is committed to ensuring cold homicide cases remain a priority to bring justice to the victims and their families.
The District Attorney has full-time investigators assigned for the criminal investigation of cold homicide cases. They will exhaust all available leads and integrate new forensic techniques making every effort to solve each case. The unit works with family members and often requires assistance from the public to help solve cases that never diminish in importance, regardless of when they occurred.

Cold Case Victims
Eligio Zamorano
Age 29
Tulare, CA
On October 31, 1983, Zamorano was the victim of a homicide that occurred at the Vejar’s restaurant on South “K” Street in the City of Tulare.
Michael Morgan
Age 31
Tulare, CA
On December 30, 1981, Morgan was the victim of a homicide in the City of Tulare. The homicide occurred at the Travel Lodge Hotel on Avenue 200 and Highway 99.
Andrea Ballejos
Age 26
Porterville, CA
On January 23, 1985, Ballejos was the victim of a homicide in her apartment in the City of Porterville.
William “Bill” Henry
Age 57
Tulare, CA
On about November 5, 2009, Henry was the victim of a murder in his home in the City of Tulare. His body has never been recovered.
Mario Diaz
Age 34
Lindsay, CA
On December 30, 2014, Diaz was the victim of a homicide that occurred in his house in the City of Lindsay.
Bobby Desoto
Age 43
Porterville, CA
On February 1, 1987, Desoto was the victim of a homicide that occurred in the alleyway behind “The Mint” in the City of Porterville.
James Garner
Age 43
Tulare, CA
On June 26, 2007, Garner was the victim of a homicide in the City of Tulare. The homicide occurred in the area of North I and King St.
Englebert Marquez
Age 28
Tulare, CA
On April 27, 2006, Marquez was the victim of a homicide in his home in the City of Tulare.
Luis Rodriguez
Age 28
Porterville, CA
On February 22, 1985, Rodriguez was the victim of a homicide in the City of Porterville.
