Tulare Gang Members Convicted of Murder

On August 20, 2026, in Department 20 of the Tulare County Superior Court, TCDA prosecutors secured guilty verdicts against Cisco Vasquez, age 30, and Saul Ingraham, age 27, for the 2020 murder of a man in Tulare.

At about 11:00 pm on Christmas Eve in 2020, multiple 911 calls were received by the Tulare Police Department regarding gunshots around San Joaquin Street between G and H streets. There, officers located a white male with a gunshot wound to the head. Video surveillance from homes in the area recorded two men fleeing from the scene. As police searched the area, two males emerged from some bushes on G Street. When the men saw the officers, they fled toward a known gang residence but were apprehended before they could reach the residence. The men were identified as Vasquez and Ingraham. During the brief chase, Vasquez dropped a 9mm handgun which was later verified as the weapon used in the crime.

The victim, a US Army veteran and not a gang member, was wearing blue clothing at the time of his death.

At trial, a jury found both men guilty of first-degree murder with special allegations of using a firearm causing death and the special circumstance of murder by an active participant in a criminal street gang.

Sentencing is set for September 18 for Ingraham and October 13 for Vasquez in Superior Court where both men face life in prison without the possibility of parole.

The case was prosecuted by Assistant District Attorney Adam Clare and was investigated by the Tulare Police Department.
