Parole Again Denied for Predator

On September 25, 2026, via video conference, TCDA prosecutors secured a 3-year denial of parole for Kevin Black, age 56. Black is currently serving a life sentence at the Richard J. Donovan Correctional Facility for crimes against children.

The crimes were committed between September 1, 2000, and July 3, 2001, against three minor victims under the age of 14 in Tulare County. In 2002, a jury convicted Black of continuous sexual abuse of a child, and two counts of child molestation of a child under 14-years-old. He was sentenced to 46 years-to-life in prison.

Despite a formidable sentence by the court, current California provisions concerning elder parole allow for this inmate to be considered for parole. In 2020, Governor Gavin Newsom signed AB 3234, a bill by the legislature that modified the penal code to lower the age of elder parole qualification to those aged 50 or older who have served 20 years or more of continuous incarceration.

This was Black’s second parole hearing after being previously denied release in 2022. At the hearing, parole commissioners noted Black’s risk to public safety in denying his early release.
