Criminal Charges Filed in Visalia Sexual Assault
District Attorney Tim Ward has announced criminal charges against Ulises Lupian, age 20, for the alleged sexual assault of a 13-year-old girl on August 28, 2024, in Visalia. Additionally, he is charged with crimes for two separate prior incidents.
Lupian is charged with three felony counts of lewd act upon a child under age 14 and two felony counts of attempted lewd act upon a child under age 14. One charge is enhanced with the special allegation of substantial sexual conduct related to the August 28 incident. Additionally, Lupian is charged with one misdemeanor count of annoying or molesting a child in a separate March 7, 2024, incident against an additional minor victim. Lupian is further charged with one misdemeanor count of engaging in lewd conduct for a public incident on April 16, 2024. Based on California law regarding the alleged conduct, Lupian faces up to 12 years in state prison and sex offender registration if convicted of all charges.
Lupian was charged and arraigned in Tulare County Superior Court on August 30, 2024, where he pleaded not guilty. He is being held in custody on no bail. A preliminary hearing setting is scheduled for September 12, 2024, in Department 4.
