Prosecutors Secure Conviction for Gun Crimes, Child Abuse, and Domestic Violence against Repeat Offender
On September 10, 2026, in Department 23 of the Tulare County Superior Court, South County Justice Center, TCDA prosecutors secured a guilty verdict against Randy Langley, age 50, for violent crimes involving a firearm, child abuse, and domestic violence.
In the afternoon of June 11, 2026, Langley arrived at the Tulare apartment of the adult female victim, the mother of his children. While there, an argument ensued which resulted in Langley physically assaulting the victim in the presence of their children. As the argument and physical abuse continued to escalate, Langley produced a short barreled semiautomatic rifle and pointed it at the victim in front of their children at which time one of the children was able to contact law enforcement. Langley was located running from the residence, and the firearm and loaded magazine were recovered at the scene.
At trial, the TCDA Bureau of Investigations provided expert testimony about Domestic and Interpersonal Violence, and the impact the cycle of violence has on victims and children. The Bureau also testified how the use of a weapon in a domestic violence case exponentially increases the likelihood of a victim being murdered.
Langley elected a court trial instead of a jury trial. At the conclusion of the proceedings, the court found Langley guilty of assault with a firearm, felon in possession of a firearm, felon in possession of ammunition, possession of a short-barreled rifle, three counts of child abuse likely to cause great bodily injury, and misdemeanor domestic battery. The crimes were enhanced with special allegations that Langley possesses numerous serious prior felony and strike convictions, that a firearm was used, that a deadly weapon was used, and that the conduct was violent.
Langley possesses a significant criminal record including assault with a firearm and a history of domestic violence. In mid- 2021, he stabbed the same victim with a pocketknife and was sentenced to 11 years for the crime and possessing a prior strike. Despite Langley’s extreme propensity for violence, he was designated by CDCR as non-violent under Proposition 57 and released from custody on November 27, 2025, after serving less than half of his sentence.
“For years, I and other California district attorneys have highlighted CDCR’s total lack of transparency for in-custody credits and non-violent designations that lead to early release. CDCR not recognizing real violence, particularly against women, is quite frankly disgusting. We must have truth in sentencing, lives literally depend on it,” said Tulare County District Attorney Tim Ward.
Sentencing is scheduled for October 8 in Department 23 in Superior Court where Langley faces life in prison.
