Sexually Violent Predator to Remain in State Hospital
On March 10, 2024, in Department 10 of the Visalia Division of the Tulare County Superior Court, a Tulare County jury again found true that Rickie Silguero Coronado, age 59, of Porterville, is a Sexually Violent Predator (SVP) under the Sexually Violent Predator Act. Coronado appealed his original SVP conviction from 2015.
In 2002, Coronado was convicted of one count of sodomy by use of forceand two counts of forcible oral copulation of a fifteen-year-old male victim. Coronado also possesses a 1999 misdemeanor conviction for oral copulation with a person under 18.
In October 1995, the California Legislature enacted the Sexually Violent Predator Act, effective January 1, 1996. The SVP Act permits civil commitment of dangerous mentally disordered individuals. When describing the underlying purpose of this act, the Legislature noted that there exists a small but extremely dangerous group of sexually violent predators that have diagnosable mental disorders who can be identified while incarcerated. These individuals are not safe to be at large and if released represent a danger to the health and safety of others in that they are likely to engage in acts of sexual violence. Thus, the Legislature intended that these individuals be confined and treated until such time that it can be determined that they no longer present a threat to society.
Coronado will remain in the California Department of State Hospitals for an indeterminate term.
